HEI staff was responsible for construction inspection, CMMS entries, daily diary, quantity documentation, traffic control inspections, erosion control inspections, HMA , aggregate, and earth nuclear density testing, and concrete testing. Due to the project being funded with federal funds, the HEI Resident Engineer routinely coordinated with IDOT construction field engineer, materials section, and documentation section. In addition, the project included a new railroad crossing so significant coordination was required during construction with Norfolk Southern Railroad.
