Downtown Reconstruction/Streetscape

HEI was selected by the Village of Rantoul to provide Phase I, II, and III services for this $6.7M DCEO RDMS funded downtown reconstruction/streetscape project. The project consisted of reconstructing 7 blocks of street and construction of a plaza/event area in the downtown business district.

The improvements included new PCC pavement, HMA resurfacing, curb & gutter, storm sewer, water system including water mains, hydrants, and service connections, sanitary sewer system including mains, manholes, and lateral connections, ADA compliant PCC decorative sidewalk including colored, stamped concrete, decorative pedestrian and street lighting, streetscape elements including bicycle racks, benches, planters, and landscaping, entertainment stage with canopy, and decorative seat walls. Raised business entrances created a challenge meeting ADA compliancy requiring ramps and railings to meet the grade changes. The water system work included 3,000’ of water main, 25 valves, 3,200’ of water service connections, water main casings, and 6 fire hydrants. The sanitary sewer system work included 1,250’ of sanitary sewer main, 12 manholes, 1,650’ of service connections, and abandon and fill 700’ of existing sanitary sewer.

HEI provided design services including survey, IDOT coordination, IEPA coordination, environmental coordination, utility coordination, public involvement including two public meetings and individual meetings with property owners, traffic analysis and intersection design study, roadway design, storm sewer design, water system design, sanitary sewer system design, sidewalk design including detailed ADA compliancy plan, streetscape design, and final plans, specifications, and estimates for a state letting.

HEI provided a Resident Engineer and construction inspectors to complete construction management services for the water and sanitary system replacements including property owner coordination, daily diary and weekly reports, quantity and material documentation, traffic control inspections, erosion control inspections, HMA and aggregate nuclear density testing, field concrete testing, development of change orders, development of pay estimates, development of punchlist, and final project closeout.
