Pioneer Parkway/University Street Intersection

HEI was selected by the City of Peoria to provide Phase I and II engineering services for this STBG (Federal) and MFT funded, $7.1M urban intersection reconstruction project. The intent of the project was to replace deteriorated pavement, provide a safer intersection, and provide pedestrian and bicycle accommodations. The project consisted of complete removal of all infrastructure within the project limits which included 1,925’ of Pioneer Parkway and 1,350’ of University St.

The construction work included the removal of all infrastructure within the ROW within the project limits and replacement with PCC pavement with aggregate subbase, curb and gutter, PCC islands and medians, storm sewer system, PCC sidewalks, HMA shared use path, PCC driveways, traffic signals, street lighting, landscaping, and other collateral work.

HEI provided services including utility coordination, environmental coordination, traffic study including intersection design study, public involvement including property owner meetings and public information meeting, IDOT and FHWA coordination, drainage analysis, pavement design, multi-stage traffic management plan, ROW acquisition, development of an IDOT/FHWA approved PDR as well as plans, specifications and estimates for a state letting.

Due to the urban area of the project, significant utility coordination and commercial business coordination were required. HEI led the efforts to coordinate multiple utility relocations to ensure all utility companies were provided space within the ROW that did not conflict with each other or proposed improvements. HEI also led efforts to coordinate with businesses including a busy gas station/convenient store and Walgreens to ensure access was maintained at all times.
