Downtown Square Reconstruction/Streetscape

HEI provided preliminary and construction engineering services for this $4M DCEO RDMS funded downtown square reconstruction/ streetscape project. The project included the four quadrants in the square, one block in all four directions from the square on Main Street and Broadway Street, and Market Alley which is a pedestrian alley used for outdoor dining and special events.

The project included reconstructing the historical square to improve traffic flow, maximize parking, improve pedestrian safety, and create on-street dining. The project included ADA compliant sidewalks, brick pavers, decorative railing, curb and gutter, storm sewer, resurfaced pavements, signing, street lighting, historic pedestrian scale lighting, and streetscape amenities.

HEI provided preliminary engineering services including a survey, traffic study, intersection design study, geometric option development, IDOT and FHWA coordination, environmental coordination, historic building coordination, streetscape element option development, utility coordination, streetscape design, and plans, specifications and estimates for a local letting.

HEI provided construction engineering services including daily diary, construction inspection of contractor operations, quantity documentation, materials inspection and testing, development of pay estimates, development of change orders, and project closeout.
The project faced obstacles due to the city’s desire to widen sidewalks for on-street dining while preserving the number of parking spaces and eliminating steps into buildings. HEI successfully created an ADA compliance plan that ensured accessibility throughout the square while maintaining parking spaces and expanding sidewalk widths for outdoor dining.

Significant coordination was required between the city, contractor, and business owners. HEI led the daily coordination with business owners throughout construction to minimize the disruption to the downtown businesses.
