I-39 Construction Cooridor Management

HEI working alongside a multidisciplinary Team, was selected as the Construction Corridor Management / General Engineering Consultant (CCM/GEC), providing oversight for this multi‑year, multi‑contract effort.


In its role as Construction Corridor Manager and Assistant Construction Corridor Manager / Local Agency Coordinator, HEI led corridor‑wide coordination, communication, and stakeholder engagement. The team facilitated collaboration among IDOT, ISHTA, local governments, two railroads, utility companies, prime contractors, and design and construction consultants. HEI also managed extensive outreach with public officials, interest groups, private corporations, consultant inspectors, and contractor staff, ensuring that project status, schedules, and costs were consistently communicated and aligned across all internal stakeholders. With three major construction contracts and approximately fifteen prime and subcontractors, HEI’s leadership was essential to maintaining consistency, quality, and schedule adherence throughout the corridor.


The construction program includes full reconstruction of the I‑39/US 20 interchange, widening of I‑39 to three lanes plus an auxiliary lane, expansion of the US 20/Harrison Avenue corridor, and reconstruction of thirteen bridges and forty‑four culverts. The conversion of the I‑39/Harrison Avenue interchange to a Diverging Diamond Interchange, along with roadway upgrades, new traffic signals, multimodal enhancements, relocated paths, expanded noise walls, and improved lighting, landscaping, signing, and drainage, further strengthens the corridor’s safety and mobility. HEI ensured coordinated delivery and transparent communication, supporting IDOT’s vision for a modern, resilient transportation corridor that enhances regional connectivity and long‑term economic growth.
