Greater Downtown Reconstruction/Streetscape

HEI was selected for Phase I, II, and III engineering services through two separate selection processes by the City of East Moline. HEI was a subconsultant for Phase I and II engineering services and was the prime consultant for Phase III services. The $30M project was funded with a combination of federal RAISE grant funding ($23.7M), state grant funding, and local funds. The project consisted of four sections of improvements including Bend Boulevard and Mississippi Parkway, Bend Boulevard Extension to 7th St., 12th Ave. from 1st to 7th St. and 7th St. from 12th Ave. to 15th Ave., and 15th Avenue through the downtown business district.


HEI was specifically responsible for Phase I and II engineering services for improvements to 12th Avenue from 1st Street to 7th Street and 7th St. from 12th Ave. to 15th Ave. Phase II engineering services for streetscape improvements to Bend Boulevard and Mississippi Parkway, and Phase III services for the four separate projects.

 

The improvements on 12th Avenue and 7th St. consisted of complete street reconstruction including the intersection of 12th Ave. and 7th St. and a new railroad crossing on 7th St. The work included removal of all infrastructure within the project limits, PCC pavement with integral curb and aggregate subbase, storm sewer, 10’ HMA shared-use path, PCC Sidewalk, PCC driveways, traffic signals with railroad preemption at 3rd Street and 7th Street, streetscaping, decorative lighting, retaining walls, and other collateral work. HEI services include alignment studies, intersection design studies, traffic signal design, retaining wall design, IDOT and FHWA coordination, railroad coordination, crash analysis, drainage studies, utility coordination, public involvement, construction staging, project development report, and plans, specifications and estimates for a state letting. 


The improvements to Bend Boulevard and Mississippi Parkway included installation of new ADA compliant PCC shared use paths and sidewalks, raised crosswalks, landscaping, and streetscape amenities. HEI services included utility coordination, IDOT and FHWA coordination, and preparation of plans, specifications, and estimates for a state letting. 


HEI provided Phase III engineering services for the two projects discussed above. The 15th Ave. project consisted of 7 blocks complete street reconstruction through the heart of the business district from 6th St. to 13th St. including a festival street design from 7th St. to 9th St. The work included removal of all infrastructure within the project limits, PCC pavement with aggregate subbase, concrete pavers in the parking lanes to facilitate storm water infiltration, curb and gutter, storm sewer, decorative PCC sidewalk, PCC driveways, decorative lighting, and streetscape amenities including decorative arches over the street and landscaping. The Bend Boulevard Extension project consisted of 2800’ of new roadway on new alignment from the existing bend Development to 7th St. The work included earthwork, PCC pavement on aggregate subbase, curb and gutter, storm sewer, PCC shared use path and sidewalks, decorative lighting, and streetscape amenities including landscaping.


HEI was responsible for providing the Resident Technician and all construction inspection and materials testing staff for all four projects. The HEI services included CMMS entries, daily diary, quantity and materials documentation, traffic control inspections, erosion control inspections, HMA, aggregate, and earth nuclear density testing, concrete testing, DCP testing, development and processing of change orders and pay estimates, coordination with property owners, coordination with city and IDOT, as-built plans, and project closeout with IDOT. Due to the project being funded with federal funds, the HEI team routinely coordinated with IDOT construction field engineer, materials section, and documentation section.
