Jacksonville Downtown Square
HEI was selected by the City of Jacksonville to provide preliminary engineering services to assist with developing ITEP grant applications and Phase I, II and III engineering for several streets within the downtown area. HEI has led four different ITEP grant application submittals that have been successful. These successful grant applications have produced over $6 million in ITEP funding for multiple projects. The project included the evaluation of a reconstructed historical square or roundabout configuration to replace the one-way coupled streets, as well as alignment studies of the contributing corridor two-way streets. The work was necessary to restore the historical integrity of the business district, calm traffic, improve safety for both motorists and pedestrians within the project limits. The project includes hand struck ADA compliant sidewalks accented with brick pavers, curb and gutter, storm sewer, reconstructed pavements, signing, street lighting, historic pedestrian scale lighting, and streetscape amenities.
HEI is providing services including a traffic study, intersection design study, geometric option development, IDOT and FHWA coordination, environmental coordination, historical building coordination, streetscape element option development, utility coordination, public involvement using the Context Sensitive Solutions process, developing an IDOT approved Project Development Report, final Plans, Specifications and Estimates for a state letting, and full construction inspection. HEI was able to develop ADA compliancy plan that eliminated steps throughout the square while maintaining parking spaces.
