HEI was selected as part of a team for various Phase III services. Under this various contract, HEI provided a construction inspector for this 4,500’ long, $6.5M urban reconstruction project on IL 40 from 14th Street to 25th Street in Sterling, IL. 



The project consisted of complete street reconstruction under a multi-phase staging plan including new curb and gutter with storm sewer system, PCC pavement with aggregate subbase, HMA resurfacing, PCC driveways, PCC sidewalk, PCC shared-use path, segmental block walls, highway lighting, and traffic signals. The HEI construction inspector was responsible for daily construction inspection, quantity and material documentation, and materials inspection and testing.
