Broadway Street over BNSF Switching Yard Bridge Replacement

This $6 million project included the removal and replacement of the Broadway St. Bridge over the BNSF RR switching yard in Streator, IL. The existing 20 span, 843’ long truss bridge spanned a total of ten tracks and a public street in an urban area adjacent to many residential and commercial developments. The new 386’ long bridge was a three-span composite, continuous welded steel plate beam girder superstructure supported on pile bent abutments and piers. The new structure included a 6 feet wide sidewalk separated from traffic by a parapet.

This project included the establishment of a new profile, structure and MSE wall construction, curb and gutter and storm sewer installation. The project also involved extensive railroad and utility coordination. HEI provided the Resident Engineer and two construction inspectors that were responsible for all ICORS entries including daily diary, quantity documentation and materials inspection and testing.

CH 5 over Interstate 80

CH 5 Slope Stabilization

HEI was selected by the Henry County Highway Department to provide Phase I and II engineering services for the correction of an embankment failure in the northeast quadrant of the interchange between Interstate 80 and Henry County Highway 5 just south of Atkinson, Illinois. County Highway 5 is classified as a Major Collector with an average daily traffic of 1,700. The correction of this slope failure was critical to keep the roadway open to traffic as a multitude of over the road semi trucks use this exit to access an adjacent truck stop.

HEI coordinated all of the Phase I environmental reviews and Phase II design engineering for the reconstruction of this embankment. The environmental review, and eventual construction, of this project location was aggravated by an identified wetland within the northeast infield of the interchange ramps, as well as a retention basin north of the exit ramp and south of the first commercial drive.

HEI developed plans and specifications to reconstruct this embankment under live traffic through a series of embankment benches with furnished excavation of better quality soils. In addition, this embankment slope was flattened to help increase stability. The county highway drainage, and the general site drainage, were all taken into account with the design including reconstructed ditches at the toe of the embankment slopes. In all, this project involved over 3,500 cubic yards of furnished excavation and over 1,250 tons of rock fill for construction. The project was constructed under live traffic with staged construction.

County Highway 4 over Kiser Creek

CH 4 Bridge Replacement

HEI was selected by the Pike County Highway Department to provide phase I and II engineering services for the replacement of the structure carrying County Highway 4 over Kiser Creek. The project is located approximately three miles south - southeast of Barry, Illinois. County Highway 4 is classified as a rural major collector with an average daily traffic of 375.

This project involved the removal of the existing three-span structure consisting of a reinforced concrete deck on steel girders supported by open abutments and individual concrete encased pile bent piers. The existing structure was 215 feet in length and 26 feet in width and showing significant signs of distress in the superstructure elements. The stream channel had also wandered up against the west abutment causing significant scour of the embankment at the abutment and the abutment itself on several occasions.

The replacement structure is a three-span structure consisting of a reinforced concrete deck on 42-inch steel plate girders. The structure is supported on solid wall piers with pile supported footings and pile supported concrete integral abutments. The new structure is 280 feet in length and 32 feet in width with no skew. The new bridge is adjacent to a curve in the roadway, and therefore a continuous two percent superelevation was used along the length of the bridge to avoid a superelevation transition on the bridge.

County Highway 12 over Mauvaise Terre Creek

County Highway 12 Bridge Replacement

HEI was selected by the Scott County Highway Department to provide Phase I, II, and III engineering services for the replacement of the structure carrying County Highway 12 over Mauvaise Terre Creek along with roadway realignment through the project area. HEI was successful in securing Illinois Special Bridge Funding for the county for this project. The project is located approximately two miles northeast of Exeter, Illinois. County Highway 12 (Chapin Road) is classified as a rural minor collector with an average daily traffic of 150.

This project involved the removal of the existing three-span structure consisting of a reinforced concrete deck on continuous steel girders supported by open abutments and three column concrete piers on concrete footings. The existing structure was 174 feet in length and 22-ft in width and showing significant signs of distress in the superstructure elements. The project also included nearly one quarter mile of roadway realignment to correct a blind switchback curve at the project location. This included significant right of way acquisition, tree removal, environmental coordination, and embankment construction.

The replacement structure is a three-span precast, prestressed, concrete deck beam structure consisting of 27-inch deck beams for one span and 33-inch deck beams for the remaining two spans. The structure is supported on fully encased steel H-Pile bent piers and concrete spill-thru pile bent abutments. The new structure is 225-ft in length and 30-ft in width with a 35 degree skew. The new roadway embankment construction consisted of earthen fill topped with a 12-inch Type A aggregate base course and three inches of hot mix asphalt for the final driving surface. The project was constructed under full road closure.

TR 52 over Branch of Brush Creek

TR 52 52 over Branch of Brush Creek Replacement

HEI was selected by the Knox County Highway Department to provide Phase I and II engineering services for the replacement of a double CMP culvert structure carrying Township Road 52 (Macomb Road) over a Branch of Brush Creek. The project is located approximately 6.5 miles south of Galesburg, Illinois. Macomb Road (TR 52) is a local road with an ADT of 125.

The existing structure at this location was a twin corrugated metal pipe culvert with each barrel measuring nine feet in diameter. The seams of the existing pipe culverts were buckling in some locations along with extensive corrosion along the flowline of the pipes. This was coupled with the existing pipes being hydraulically undersized for the location.

The scope of the project involved replacement of the twin CMP culvert structure with a triple barrel 12-foot by 12-foot cast in place reinforced concrete box culvert. The new culvert is 101 feet out to out of headwalls and is skewed 25 degrees. HEI completed the field surveying, hydraulic analysis, Preliminary Bridge Design & Hydraulic Report, environmental coordination, utility coordination, structure design, and approach roadway design. The construction of this culvert utilized Township Bridge Program and REBUILD Illinois funding.

CH 20 over Quiver Creek Replacement

CH 20 over Quiver Creek

HEI was selected by the Mason County Highway Department to provide preliminary engineering services for the replacement of the bridge carrying CH 20 over Quiver Creek. This project was funded with Illinois Special Bridge Program funds and Highway Safety Improvement Program funds. County Highway 20 is a major collector between Havana and Pekin, connecting small towns and unincorporated areas to cities and services not available in the rural area. Along this route, there is a national wildlife refuge, a state forest, local and state fish and wildlife areas, prime farm ground, and natural wetlands where endangered species have taken up home. Design criteria included accommodating a Bald Eagle’s nesting site, keeping the existing bridge and road open during construction for as long as possible, a Sole Source Aquifer, and the availability of materials in the rural area.

The existing bridge consisted of a three span haunched T-beam superstructure with a reinforced concrete deck on pile bent piers and abutments. The structure was 168-ft long and the driving surface was 24-ft wide. The roadway alignment featured a broken back horizontal curve with super-elevation on each end of the bridge. The Phase I engineering included substantial coordination for wetland preservation and endangered species protection.

The new structure consists of a three span, curved, steel plate girder superstructure, with a reinforced concrete deck on concrete stub abutments and fully encased concrete pile bent piers. The structure is 195-ft long and 37-ft wide with a 30 degree skew in addition to the curvature. The project also included reconstruction of 3,325-ft of County Highway 20 on a shifted alignment to correct the horizontal curvature and remove the broken back curve.

CH 17 over Tributary to Spoon River Replacement

HEI was selected by the Knox County Highway Department to provide Phase I and II engineering services for the replacement of the structure carrying County Highway 17 (1800 E Road) over a Tributary to Spoon River. The project is located approximately 5 miles east of Gilson, Illinois. County Highway 17 is classified as a rural major collector with an average daily traffic of 125.

This project involved the removal of the existing double barrel corrugated metal culvert pipe structure. The existing CMPs were each 9 feet in diameter with an upstream concrete headwall for an overall structure length of 27 feet and width of 65 feet. The CMPs were showing significant section loss and were very near the point of failure. The roadway over the culvert was beginning to pothole as the pavement base and fill above the culvert was quickly eroding through the ceiling of the pipes. The replacement structure is a single-span precast, prestressed, 27-inch concrete deck beam structure. The structure is supported on concrete spill-thru pile bent abutments. The new structure is 68 feet in length and 28 feet in width with no skew. The project was constructed under full road closure.

HEI was selected by the City of Washington to perform Phase I, II, and III engineering services for the replacement of the structure carrying Stratford Drive over Farm Creek. The project is located in the north central portion of Washington within a residential neighborhood just north of the high school. Stratford Drive is classified as a local street with an average daily traffic of 275.

This project involved the removal of the existing double barrel (10-foot by 5-foot) reinforced concrete box culvert constructed in 1961. The existing box culvert was 44 feet in length and showing signs of distress as well as hydraulic inadequacy. The replacement structure is a single-span precast, prestressed, 17-inch concrete deck beam structure. The structure is supported on concrete spill-thru pile bent abutments. The new structure is 45 feet in length and 48 feet in width with no skew. The cross section of the bridge includes two 18 -foot travel / parking lanes and 5-foot sidewalks on both sides of the bridge with a concrete parapet wall and aluminum bridge railing. This project was complicated by the presence of separate sanitary and storm sewers in close proximity to the north abutment, as well as a 6-inch potable water main running under the length of the proposed bridge. The project also provided connection to the existing sidewalks and the Washington Recreational Trail.

This project was constructed with local funding from the city of Washington. HEI completed the field surveying, hydraulic analysis, Preliminary Bridge Design & Hydraulic Report, environmental coordination, public involvement, traffic control plan, utility coordination, structure design, and approach roadway design. The plans, specifications, and estimates were prepared for a local construction bid letting coordinated by HEI.

Sugar Creek Road Bridge Replacement

Hutchison Engineering, Inc. (HEI) was selected to perform Phase I, II, and III engineering services for the removal and replacement of the Sugar Creek Road Bridge over Sugar Creek in the Joliet Township. The existing structure was replaced at the existing location and alignment with a three-span pre-cast, pre-stressed deck beam superstructure on integral abutments and concrete encased pile bent piers. The final structure included a back-to-back abutment length of 88 ft. with a face-to-face of rail width of 40 ft. This project also included HMA pavement reconstruction, earthwork, channel scour protection, new box culverts, curb & gutter, and guardrail reconstruction.

HEI performed the following engineering services: Data Collection, Surveying, Hydraulic Survey, Bridge Condition Report, Preliminary Bridge Design & Hydraulic Report, Soil Boring Analysis, TS&L Drawings, Environmental Coordination and Permitting, Soil Erosion & Sediment Control Plan and Coordination, Utility Coordination, Traffic Staging Design, Roadway Design, culvert design, prepared and held letting, Detailed Structure and Roadway Design Plans, Specifications and Estimates. HEI also provided a resident Engineer to ensure quality construction and adherence to proper documentation.

The project is located approximately 4.5 miles north - northeast of Versailles, Illinois. Township Road 208 (1550 E Road) is classified as a rural local road with an average daily traffic of 175.

This project involved the removal of the existing single-span structure consisting of a reinforced concrete deck on steel channel beams supported by closed concrete abutments. The existing structure was 21 feet in length and 17 feet in width and showing signs of distress in the superstructure and substructure elements. This structure was experiencing a significant amount of scour around the abutments and along the approach roadway from the south. Little Creek flows parallel to Township Road 208 prior to its confluence with the project stream immediately downstream of the project structure. The replacement structure is a single-span precast, pre-stressed, 21-inch concrete deck beam structure supported on concrete spill-thru abutments. The new structure is 51 feet in length and 24 feet in width with no skew. The project also included channel and roadway front slope rip rap protection in the area where Little Creek parallels Township Road 208. The project was constructed under full road closure.

This project involved the removal of the existing single-span structure consisting of a reinforced concrete deck on steel girders supported by closed timber abutments and timber piling. The existing structure was 34 feet in length and 26 feet in width and showing significant signs of distress in the substructure elements. In particular, this structure was experiencing significant to complete section loss of the timber abutment back walls and to a lesser extent the timber piling. The abutments were also experiencing rotation resulting in improper seating and bearing of the steel beams on the abutment caps. The replacement structure is a single-span precast, prestressed, 33-inch concrete deck beam structure. The structure is supported on concrete spill-thru pile bent abutments. The new structure is 79 feet in length and 28 feet in width with no skew. The project was constructed under full road closure.

HEI was selected by IDOT - District 9 to be part of and lead a team for various Phase III services. Under this contract, HEI provided a project manager, materials, construction inspectors, and documentation engineer for this 2,678’ long, $140M bridge replacement project on I-64 near Grayville, IL.

Replacing the I-64 bridge over the Wabash River at the Illinois/Indiana border is crucial for several reasons. Firstly, it ensures the safety of all interstate road users. Secondly, a well-maintained road facilitates smooth traffic flow, reducing congestion and travel time, which is essential for the efficient movement of people and goods. This is particularly important in an interstate highway, which serves as a key route for emergency services, public transportation, and commercial activities. Additionally, a properly maintained road enhances the overall aesthetic and economic appeal of the area, attracting businesses and visitors, and contributing to the region’s quality of life.

This project consisted of removing two parallel 2,700’ long structures, earth excavation, environmental coordination, PCC pavement, drilled shafts, cofferdams, 13,000’ of piling, storm sewer, and median crossovers. The HEI staff was responsible for daily construction inspection, materials inspection and testing, daily diary, quantity and material documentation, CMMS entries, traffic control and erosion control inspections, pay estimates, change orders, and coordination with IDOT.

I-74 and I-155 Reconstruction

HEI was selected by IDOT for Phase III services for this interchange/interstate reconstruction project. This $84 million project featured the reconstruction of 3.85 miles of pavement on I-74 and I-155, reconstruction of the I-74/I-155 interchange into a new configuration, reconstruction of the I-74/Morton Avenue interchange, the removal and replacement of six structures, and removal of two additional structures. The work included 12” recycled PCC subbase, 4” HMA base, 11” CRC pavement, MSE retaining walls, soldier pile retaining walls, HMA bike trail, PCC median barrier, pavement removal, storm sewer, pipe culverts, earthwork, highway lighting, and the installation of Intelligent Transportation Systems (ITS) elements for traffic monitoring.

The complex project included 790,000-cy of earthwork, 400,000-cy of aggregate and 93,000-cy of concrete. Unique aspects of the project included the use of light weight concrete for large backfills, the use of a wick drain system to expedite embankment settlement, and a complex staging plan that utilized 14 different stages to maintain traffic flow through the work zone.

HEI was responsible for providing a liaison engineer along with eight inspectors throughout the five year project. The HEI staff was responsible for daily inspection and materials testing, checking contractor layout using GPS Rover, ICORS data entries, quantity and material documentation, materials testing, scheduling staff assignments, and value engineering review.

This project was awarded a ACEC Engineering Excellence Merit Award.

IL 89 River Bridge Replacement

IL 89 River Bridge Replacement

HEI provided the liaison engineer and construction inspectors for this $40M river bridge replacement project. The $40M project featured the construction of a new 8 span, 1800’ long steel girder bridge on IL 89 over the Illinois River at Spring Valley.

The project included approach work on both sides of the river as well as demolition of the existing bridge. The project is complicated by the limited work space and fluctuating river levels. Several unique aspects of the project included the contractors use of a barge causeway to access the construction area as well as the use of 9’ tall steel girders.

IDOT provided the resident engineer and HEI provided an assistant resident engineer, support staff and sub-consultants to meet all requirements for Phase III Engineering (construction inspection/materials inspection).

Unique aspects of the project included wick drains, 8’-diameter drilled shafts, T.I.P. testing for drilled shafts, 90’ sheet piling, hydrometer, and embankment surcharges. The project included new 9” PCC jointed pavement for approaches along with a new highway lighting system.

I-80 Resurfacing/Reconstruction

I-80 Resurfacing/Reconstruction

HEI provided Phase I and II engineering services for the I-80 resurfacing/reconstruction project located in Rock Island and Henry Counties. Work entailed a 1.75 miles roadway resurfacing section, two roadway reconstruction sections totaling 1.0 mile and replacement of the dual structures carrying I-80 over the BNSF Railway, Barstow Road and the Green River. The reconstruction includes significant vertical profile adjustments to provide necessary clearances. Also included in the project, is the extension of the box culvert carrying the interstate over the Hennepin Canal Trail and drainage improvements. A component of this project included the vertical profile study of a county highway (Barstow Road) that was routinely closed due to Rock River flooding. The study involved a HEC-RAS modeling of the Rock River for several county highway improvement iterations.

Phase I work which included Project Report, Interchange Type Study, Drainage Study, Structural TSL, Realignment Alternatives, Environmental Coordination, and MOT study.

Phase II work: Roadway Reconstruction Design, Traffic control plan, Structure Design Drainage Design.

HEI was selected by IDOT - District 2 as part of a team for various Phase III services. Under this various contract, HEI provided a resident engineer, construction inspector, and documentation technician for this 3,900’ long, $3.4M urban street reconstruction project on IL 84 through Hanover, IL.

Fixing the Great River Road is crucial for several reasons because of its direct route from the Quad Cites to Galena/Dubuque. Firstly, it ensures the safety of all road users, including drivers, cyclists, and pedestrians, by eliminating hazards such as potholes and uneven surfaces that can cause accidents. Secondly, a well-maintained road facilitates smooth traffic flow, reducing congestion and travel time, which is essential for the efficient movement of people and goods. This is particularly important in a main thoroughfare, which often serves as a key route for emergency services, public transportation, and commercial activities. Additionally, a properly maintained road enhances the overall aesthetic and economic appeal of the area, attracting businesses and visitors, and contributing to the community’s quality of life.

This project consisted of construction vibration monitoring, precast modular retaining walls, earth excavation, sodding, PCC pavement with aggregate subbase, HMA resurfacing, PCC driveways, PCC sidewalk, curb and gutter, storm sewer system, and grooved-in pavement markings. US 20 Reconstruction

HEI was selected by IDOT - District 2 as part of a team for various Phase III services. Under this various contract, HEI provided a construction inspector for this 6,500’ long, $31.5M urban reconstruction project on US 20 from Main Street to Gear Street in Galena, IL.

The project consisted of complete street reconstruction and structure replacement under a multi-phase staging plan including 60,000-cy of earth and rock excavation, sodding, landscaping, new curb and gutter with storm sewer system, PCC pavement with aggregate subbase, HMA resurfacing, PCC driveways, PCC sidewalk, PCC shared-use path, water system including mains, services, and hydrants, sanitary sewer system, precast box culverts, cofferdams, temporary soil retention system, decorative faced PCC/soldier pile retaining wall, segmental block wall, grooved in pavement markings, highway lighting, and traffic signals. The HEI construction inspector was responsible for daily construction inspection, quantity and material documentation, and materials inspection and testing.

This project included converting an abandoned railroad to a pedestrian and bicycle path for 1.08 miles. New Era Road

HEI provided survey, construction and materials inspection and documentation for the New Era Road located in Carbondale, Illinois.

This road was an open ditch rural section that was converted to a combination curb and gutter urban section with bicycle lanes for 0.34 miles.

This project also included numerous utility relocations, tree removal, sub-base improvement, storm sewer installation, concrete pavements, combination concrete curb and gutter, and hot-mix asphalt surfacing as well as all associated inspection, testing, and documentation for IDOT/CMMS.

Francis Park Upgrades

HEI was selected by the City of Kewanee to provide design engineering and construction management services for this $600K IDNR-OSLAD funded park upgrade project that featured the addition of a shared use path in the wooded acreage of the park; an accessible 64’ X 80’ playground with a fall protective surface; an ADA parking location; and a new 30’ X 60’ Pavilion with secured storage. The OSLAD funding was secured by a grant application that was also developed in partnership with HEI and Bi-State, the local MPO.

The project consisted of earth excavation, an HMA, ADA compliant shared use path, signage, pavement markings, an ADA parking area, PCC sidewalk, playground site layout, pavilion site layout, and other collateral work.

HEI provided services including utility coordination, environmental coordination, site layout, clearing and grubbing plans, ADA path design, sidewalk design, surface drainage design, plans, specifications and estimates for a local letting, bid administration, construction management including on-site inspection and documentation, and grant administration including reporting and final project closeout.

Downtown Reconstruction/Streetscape

HEI, was selected on a team with CMT to provide Phase I and II engineering services for $30M of improvements in downtown East Moline funded by a combination of $23.7M in Federal RAISE funds and the remainder with local agency funds. The project consists of four sections of improvement to the Bend and Rust Belt Districts as well as 15th Avenue through the downtown business district.

HEI is specifically responsible for Phase I and II engineering for improvements to 12th Avenue from 1st Street to 7th Street through the Rust Belt District and Phase II engineering services for streetscape improvements to Bend Boulevard and Mississippi Parkway.

Improvements to 12th Avenue consist of reconstructed PCC pavements with integral curbs, addition of a 10’ multi-use path, storm sewer improvements, new traffic signals with railroad preemption at 3rd Street and 7th Street, streetscaping, and associated work. HEI services include alignment studies, intersection design studies, traffic signal design, railroad coordination, crash analysis, drainage studies, utility coordination, public involvement, construction staging, project development report, plans, specifications and estimates for state lettings. The improved 12th Avenue will provide pedestrian friendly access and additional roadway capacity for the ongoing development in the Bend and Rust Belt Districts.

Improvements to Bend Boulevard and Mississippi Parkway include installation of new ADA compliant PCC multi-use paths and sidewalks, raised crosswalks, landscaping, and streetscape amenities. HEI services included utility coordination, IDOT coordination, and preparation of plans, specifications, and estimates for a January 2026 IDOT letting.

This project has already proven to showcase the effectiveness of a well-connected and compatible owner/design team. All four sub-project areas continue to be on schedule, which exemplifies the success of a partnered approach to improving the quality of community spaces by re-imagining transportation challenges.

The project will enhance connectivity between East Moline residents and their former industrial riverfront, creating safe bike and pedestrian connections between neighborhoods and the river. It will also facilitate economic development by enabling further redevelopment of an abandoned factory site and allowing the city’s business district to benefit from this growth and redevelopment. One of the project’s main challenges is the strict deadline imposed by the terms of the RAISE grant, which requires effective coordination with the Owner, engineering partners, contractors, federal and state agencies, railroads, business owners, and the public.

HEI was selected by IDOT to provide Phase I and II engineering services for this $55M federal/state funded, 6.5 mile urban street rehabilitation project located from Martin Luther King Drive to Carnahan Drive in the City of Bloomington.

The project consisted of milling, HMA resurfacing of multi-lane pavements, drainage improvements, sidewalk replacement including ADA ramps, addition of bike lanes, addition of transit stop accommodations, traffic signal improvements, and other intersection improvements to increase safety.

HEI performed Phase I and II engineering services including accident analysis, traffic management plan, bicycle travel assessment, sidewalk and ADA evaluation (375 ramps), drainage study, utility coordination, environmental coordination, IDOT/FHWA coordination, public involvement including conducting public information meetings/ open houses and meeting with individual property owners, traffic signal study/ layout (24 locations), intersection design and type studies (5 intersections) including evaluation of roundabouts, HSM calculations, retaining wall studies, access control

Due to the overall size and complexity of the project, HEI was tasked with developing a phasing plan that cost effectively allowed the project to be constructed under multiple contracts over multiple years.

The multi-lane corridor consists of both one-way couple streets as well as two-way median divided access control sections. The heavily traveled route has average daily traffic volumes exceeding 23,000 with high pedestrian and bicycle volumes within the Illinois State University campus.

The proposed project improvements consist of pavement replacement on new vertical alignment, widening/milling/HMA resurfacing of multi-lane pavements, drainage improvements, sidewalk replacement including ADA ramps, bicycle/ pedestrian accommodations, transit stop accommodations, traffic signal improvements, intersection upgrades, structure rehabilitation, and lighting.

HEI was selected as part of a team by the City of Peoria to provide Phase I and II engineering services for this $5M EDA and EDP grant funded, 1 mile reconstruction project located on the north side of Peoria in a commercial/industrial area from Pioneer Parkway to Townline Road. The project consisted of the complete reconstruction of the five lane section with new PCC pavement and reconstruction and expansion of the two lane rural section to a three lane urban section. The project included PCC pavement, curb and gutter, storm sewer, sidewalk, PCC driveways, HMA shared use path, railroad crossing widening, and lighting. HEI was responsible for environmental coordination, IDOT coordination, utility coordination, railroad coordination, public involvement including public information meeting and one-on-one site meetings with each property owner, roadway design, storm sewer design, storm water run-off reduction, erosion control plans, and maintenance of traffic plans.

To meet the City’s storm water ordinance, the first 1” of rainfall on additional impervious surfaces needed to be infiltrated. To accomplish this infiltration, the HEI storm sewer design included underground detention units buried adjacent to the proposed storm sewer that allows the first 1” of rainfall to enter the detention chambers and infiltrate rather than travel through the storm sewer and be discharged to nearby outfalls. Detention overflow is carried in a traditional storm sewer system to the outfall location. This innovative solution was received well by the City and will be used

as a model on future projects.

Due to the volume of traffic (over 10,000 ADT) and the need to maintain access to businesses along the corridor, a detailed staging and maintenance of traffic plan was developed. The plan included 5 different stages and was developed after significant coordination with business owners to determine their access needs.

HEI was selected by the City of Peoria to provide Phase I and II engineering services for this STBG (Federal) and MFT funded, $7.1M urban intersection reconstruction project. The intent of the project was to replace deteriorated pavement, provide a safer intersection, and provide pedestrian and bicycle accommodations. The project consisted of complete removal of all infrastructure within the project limits which included 1,925’ of Pioneer Parkway and 1,350’ of University St.

The construction work included the removal of all infrastructure within the ROW within the project limits and replacement with PCC pavement with aggregate subbase, curb and gutter, PCC islands and medians, storm sewer system, PCC sidewalks, HMA shared use path, PCC driveways, traffic signals, street lighting, landscaping, and other collateral work.

HEI provided services including utility coordination, environmental coordination, traffic study including intersection design study, public involvement including property owner meetings and public information meeting, IDOT and FHWA coordination, drainage analysis, pavement design, multi-stage traffic management plan, ROW acquisition, development of an IDOT/FHWA approved PDR as well as plans, specifications and estimates for a state letting.

Due to the urban area of the project, significant utility coordination and commercial business coordination were required. HEI led the efforts to coordinate multiple utility relocations to ensure all utility companies were provided space within the ROW that did not conflict with each other or proposed improvements. HEI also led efforts to coordinate with businesses including a busy gas station/convenient store and Walgreens to ensure access was maintained at all times.

HEI provided Phase I, II, and III services for this $460K 3,400’ long ITEP (State) funded shared use path project. The project consisted of constructing a shared use path along Veterans Parkway from Maplewood Drive to the Perimeter Road and then off road from Veterans Parkway to the elementary school along Short St.

The project included earthwork, PCC shared use path with aggregate subbase, pedestrian push buttons, timber retaining wall, and other collateral work. HEI provided a Resident Engineer, construction inspectors, and material testers to oversee construction.

Knoxville CUSD #202 Sports Complex

HEI worked with the Knoxville CUSD #202 to provide site design, construction observation, and material testing services for the $3.5 million dollar sports complex. The project included a new football field, track with rubberized surface, field event areas, concession building with restrooms, maintenance building, locker room, water system, storm and sanitary systems, and a parking lot. The project was constructed on an undeveloped site with significant elevation change. The grading plan included the movement of over 20,000-cy of dirt from the north end of the site to the south end to level the site. To balance the earthwork, the grading plan also included the construction of “horseshoe” around the north end of the site that was 4’ higher than the field/track. This feature creates great site lines for viewing events at the complex.

The construction management aspect of the project was complicated by the school district’s desire to allow volunteers to perform approximately 50% of the work. It was a challenge for HEI to coordinate between the erratic schedules of volunteers and contractors being paid by the school district. HEI diligently managed the project so that the project was completed on time and within budget. The extensive use of volunteers allowed the school district to construct the complex for half of the initially estimated cost.

Galesburg Sanitary District invited HEI to provide preliminary and construction engineering services including the preparation of plans, specifications, estimates and full construction oversight for the lining of 2500' of sewer interceptor. The existing brick interceptor varied in size and shape from 42"-48" round to more rectangular shapes of equivalent area. HEI utilized a cured-in-place lining system to rehabilitate the sewer. This project was complicated by the 4-5 million gallons of flow that would need to be bypass pumped during cleaning and lining operations and by the location of the interceptor being under the floor of a large concrete storm water channel.

HEI was selected by the Galesburg Sanitary District to analyze options and provide preliminary and construction engineering services for the rehabilitation of 1000' of sewer interceptor. The existing sewer interceptor was a 3' high by 6' wide box section constructed of precast concrete box culverts. The box culvert joints were leaking and causing significant infiltration. The sanitary district asked HEI to analyze options including different types of lining, replacement, and joint repair.

Analyzing approximately 15 different lining, joint repair, and full replacement options, it was decided that full replacement was the most cost effective. The full replacement option included approximately 1000' of 60" pipe, 4 new 8' and 9' diameter manholes, 3 existing structure reconfigurations and bypass pumping. The project was complicated by several factors including the 20' depth of the new 60" pipe, 5-million gallons of daily flow that needed to be maintained throughout construction and the 15' deep concrete storm water channel immediately adjacent to the 20' deep excavation required to install the new pipe. After consideration of several different types of sanitary sewer pipe, HEI design staff specified Centrifugally Cast Fiberglass Reinforced Polymer Mortar Pipe. This pipe provided the best balance of life expectancy, ease of installation and watertight joints.

This three-mile section of Wabash Avenue had experienced dramatic commercial development in recent years, and the resulting increase in traffic was overwhelming the existing three-lane roadway.

This project included widening and resurfacing the existing roadway to provide a five-lane facility, complex drainage design including storm sewer and detention, sidewalks, traffic signals, stage construction, and associated work. Drainage and access proved to be challenging due to limited available right-of-way on this commercially developed arterial.

The project was funded with federal ITEP funds which required additional coordination with IDOT and FHWA. HEI was instrumental in assisting the City to receive the ITEP funds during the 2014 selection cycle. HEI developed a Master Trail plan for the City, developed detailed cost estimates and was responsible for the write-ups and submittal of the successful application. HEI was selected by the Illinois Department of Transportation, District 3 to provide construction oversight services for the reconstruction of at-grade Union Pacific Railroad (UPRR) crossings in the cities of Pontiac and Dwight, Illinois. The projects were part of the Illinois High-Speed Rail project involving improving existing rail services between Chicago and St. Louis with upgrades allowing trains to travel up to 110 miles per hour. The $4 million Dwight project included UPRR crossings on Mazon Avenue (IL Rte. 17) and the crossing on Chippewa Street.

This project involved the intersection of the UPRR with Reynolds Street Improvements to the crossings included installation of four-quadrant gates to prevent traveling over the tracks while trains are passing, new signage, improved roadway profile to approaches to the tracks, pavement markings, and upgrades to pedestrian crossings and sidewalks.

In 2012, the Illinois Department of Transportation – District Four selected Hutchison Engineering, Inc. to provide construction inspection services for the I-74/I-155 Reconstruction project. This project featured the reconstruction and widening of 3.0 miles of I-74 along with a complete reconstruction of the I-74/I-155 interchange near Morton, IL. The project included widening I-74 from 4 lanes to 6 lanes with a concrete median barrier, reconstructing the I-74/I-155 interchanges to improve safety, and reconstruction of 6 structures, highway lighting, and installation of Intelligent Transportation Systems (ITS) elements for traffic monitoring. To maintain traffic flow throughout construction, the project included a complex staging plan with 14 separate stages. The Hutchison Engineering inspection team worked very closely with the contractors to make minor adjustments to operations to throughout construction to reduce staging changes while providing safe travel through the construction zone. Construction of this $86 million project began in 2013 and was completed in 2016.

In 2016, the Iowa & Illinois Department of Transportations selected Hutchison Engineering, Inc. as part of a Construction Management/General Engineering Consultant (CM/GEC) team to provide overall construction management and oversight for the I-74 central section corridor in the Quad Cities. Projects in the $1.2 Billion corridor began construction in 2017. The various projects include additional lanes, new interchanges and a new Mississippi River bridge from south of Avenue of the Cities in Moline, Illinois to Middle Road in Bettendorf, Iowa. Hutchison Engineering, Inc. (HEI) was selected by Tazewell County to provide construction engineering services for the construction of a new 736' long, 6 span, steel plate girder structure. The project included demolition of the existing structure, new substructure including 2 abutments, 5 piers, steel plate girders, reinforced concrete deck, concrete parapets, concrete approaches and other collateral approach work. Substructure construction included driving 103 H-piles and constructing 2 cofferdams. HEI was responsible for providing the Resident Engineer and all construction inspectors. The HEI staff are responsible for all ICORS entries including daily diary, quantity documentation and materials inspection and testing. Due to the project being funded with federal funds, the HEI Resident Engineer routinely coordinated with IDOT. The prime contractor started work on November 1, 2016 and worked through the winter on demolition and substructure. The winter work expedited the schedule and is going to allow the contractor to finish well ahead of the anticipated schedule. Construction of this $5 million project is scheduled to be completed in 2017.

This project was a $63 million contract that consisted of the construction of a new diamond interchange for 6000N Rd and I-57, which included replacement and widening of the existing structure carrying 6000N over I-57, I-57 ramp construction, widening 6000N and intersection improvements at US 45/52 and IL 50. In addition, new roadway and interchange lighting and traffic signals, utilizing LED lighting were installed. This is the first interchange within the State of Illinois to utilize LED lighting in lieu of high-pressure sodium lighting. Other major improvements within the project include storm sewer installation, construction of single and multi-span box culverts at multiple locations, construction of a shared use path and sidewalk, embankment, curb and gutter and landscape restoration. HEI provided assistance to the IDOT Resident Engineer with documentation and contractor oversight.

The new multi-span structure built on an alignment adjacent to the existing structure has a 40’ clear width. One of the major challenges of this project was poor soil conditions and the expectations of significant settlement. This required the use of innovative wick drains and surcharges to be applied to the new embankment. In order to keep the existing embankment from settling, sheet piling in excess of 100’ were driven to create a slip plane, creating a challenge to the contractor. Despite the challenges this project was completed on time and on budget.

RI Parkway 85th Avenue Reconstruction

HEI was selected by the City of Rock Island to provide Phase III engineering services for this $2.7M HSIP funded intersection reconstruction project.

The project was necessary to reconstruct a dangerous intersection to include buried left turn lanes and traffic signals to reduce serious crashes. The project included removal of the existing PCC pavement and HMA shoulders and replacing with jointed PCC pavement and shoulders, concrete medians and islands, traffic signals, street lighting, storm sewer system, pipe culverts, earthwork, and other collateral work.

HEI provided the resident technician, construction inspectors, and materials testers to perform daily construction inspection, diary entries, traffic control inspections, erosion control inspections, daily quantity and materials documentation, materials testing including concrete testing, nuclear density testing, and DCP testing. Due to the project being funded with federal funds, the HEI Resident Technician routinely coordinated with IDOT.

The project has been broken into four separate design/construction projects. HEI was responsible for completing Phase I/II services on two of the contracts and will be overseeing construction for all four projects.

US Highway 67 over Illinois River

HEI was selected as part of a project team by the IDOT - District 6 to provide Phase II engineering design services for the replacement of the structure carrying U.S. Highway 67 over the Illinois River at Beardstown. U.S. Highway 67 is a Class II truck route and classified as an other principal arterial with an ADT of 5,900.

The existing structure is a combination of a steel continuous thru truss over the Illinois River and steel plate girder spans over Curry Lake and the main river span approaches. The existing structure is 3,624-ft in length and only 28 feet in width. The longest span of the thru truss over the Illinois River is 540-ft. The existing structure is showing significant distress in the superstructure elements, especially in the continuous thru truss. The narrow overall bridge width creates significant delays when wide loads and farm equipment shut down the bridge so they may pass over the river.

HEI was tasked with designing the western approach spans over Curry Lake and up to the main river spans. Our portion of the design includes 2,044-ft of 82-inch continuous steel plate girder superstructure with a reinforced concrete deck and parapets. Our design also includes ten reinforced concrete drilled shaft piers ranging in height from 116-ft to 156-ft from top of rock to bridge deck. Each pier consists of four drilled shafts and concrete columns at 4.5-ft in diameter. This design also included a complete multi-modal seismic analysis and significant analysis for wind loading during construction.

HEI provided Phase I and Phase II services for the reconstruction and realignment of CH 1 and CH 11 in Woodford County from CH 2 to IL Route 89. The reconstruction consisted of a new horizontal and vertical alignment with 12” aggregate base course, 6” HMA pavement, aggregate shoulders, culverts, and other collateral improvements. Due to the use of federal funding, the HEI staff had to coordinate with IDOT to produce PS&E for a state letting.

HEI was selected by Knox County to provide preliminary engineering and material testing services including the preparation of a project development report, plans, specification, estimates, and nuclear density testing for the bridge replacement and roadway realignment on CH 11. This .4-mile project consisted of removing and replacing the 3-span bridge over the Spoon River and realigning CH 11 to improve geometrics. The new 218' long structure included steel H-piles, 2 piers, 2 abutments and PPC deck beams. Due to the consistent high levels of the river, pier construction required the use of cofferdams.

US Route 30 Reconstruction

HEI was selected by the Illinois Department of Transportation, District 1 to perform a Phase I study the US Rte. 30 corridor from IL Rte. 47 to IL Rte. 31. The study area is located in the Village of Montgomery and the United City of Yorkville in Kane & Kendall Counties. It extends approximately 5 miles. The corridor consists of a mixture of residential, commercial, industrial, and agricultural uses and is bisected by Blackberry Creek. The study area is expected to see significant development and traffic growth. Improvements are needed to address safety, roadway capacity and pedestrian/bicycle needs. A vital component of the study was an extensive public involvement program that provided for meaningful opportunities for all interested stakeholders and the public at large to participate in defining the transportation issues and solutions for this corridor. HEI developed a project website and led the public outreach program which included Community Advisory Group (CAG) meetings, local agency meetings, newsletters, public meetings, and a public hearing. A range of alternatives were developed that met the corridor’s needs and through an iterative process comparing the benefits and impacts of each alternative. Public input was gathered to help narrow the list and a preferred alternative was identified. The preferred alternative was then refined and presented at a Public Hearing. A major component of the overall study was noise analysis. Noise barriers were deemed found to be feasible and reasonable at nine locations and favored in eight locations. HEI performed noise analysis and noise barrier public outreach.

HEI was selected by the Illinois Department of Transportation - District 4 to provide preliminary engineering services including preparation of plans, specifications and estimates for the IL Route 336 project which is commonly known as the Northwest Macomb Bypass. This project extends IL 336 approximately 6.0 miles around the northwest side of Macomb and intersect US 67 approximately 2.0 miles north of Macomb. The project is being constructed as an access-controlled expressway. The major components of the project include 6.0 miles of full depth pavement, 2 expressway interchanges, 15 new structures and an extensive grading plan including over 3,000,000 cubic yards of earth excavation.

HEI was selected by the Illinois Department of Transportation, District 3 to provide preliminary engineering services including the preparation of plans, specification and estimates for the reconstruction and expansion of 11.5 miles of IL Route 47 from north of Interstate 80 in Morris to Caton Farm Road. This project was initiated to address future growth, increase capacity, and improve safety.

These improvements consisted of reconstruction and expansion of the existing two-lane rural roadway to a 4-lane facility with a median. The southern portion of the improvement has an urban cross-section with curb and gutter and storm sewer. The northern portion has a rural cross-section with shoulders and ditches. These improvements include traffic signal improvements, roadway lighting, two bridge replacements and replacements of several large box culverts. Detailed traffic management plans were developed to ensure safe and efficient travel through the site.

HEI was selected by the City of Mount Sterling to provide preliminary engineering services to assist with developing an ITEP grant application and Phase I, II, and III engineering for the reconstruction of Main Street (US 24) in the historic downtown area. The grant application was successful, and the City was awarded ITEP funds during the ITEP Cycle. The project consists of the reconstruction of the sidewalks and parking areas on Main Street (US 24) within the downtown business district to pre-1930’s historic conditions. The work is necessary to restore the historical integrity of the business district, calm traffic at the Main Street/Capitol Avenue intersection and improve the safety of both motorists and pedestrians within the project limits. The project includes hand struck ADA compliant sidewalks accented with brick pavers, curb and gutter, storm sewer, colored concrete parking lanes, signing, street lighting, historic pedestrian scale lighting, and streetscape amenities.

HEI provided a traffic study, intersection design study, geometric option development, IDOT and FHWA coordination, environmental coordination, historical building coordination, streetscape element option development, utility coordination, public involvement, developing an IDOT approved Project Development Report, final plans, specifications and estimates for a state letting, and full construction inspection. HEI was able to develop ADA compliancy plan that eliminated steps into buildings throughout the corridor while maintaining parking spaces.

HEI was selected by the City of Jacksonville to provide preliminary engineering services to assist with developing ITEP grant applications and Phase I, II and III engineering for several streets within the downtown area. HEI has led four different ITEP grant application submittals that have been successful. These successful grant applications have produced over $6 million in ITEP funding for multiple projects. The project included the evaluation of a reconstructed historical square or roundabout configuration to replace the one-way coupled streets, as well as alignment studies of the contributing corridor two-way streets. HEI is the Engineer for the Village of North Pekin. The Village requested HEI to determine repairs needed to their water tower, develop specifications, estimates and provide construction engineering services. HEI worked with Dixon Engineering to perform a thorough inspection of the water tower. From the inspection results, HEI developed bid documents. The project included the addition of OSHA compliant railings, ladders and hatches as well as blast cleaning and painting the wet interior and power washing and painting the exterior.

The Greater Beardstown Airport is a single runway airfield located along the Illinois River in Cass County. The airport’s only original hangar building became dilapidated and totaled in a storm. In need of maintaining their based aircraft, the City of Beardstown and Hutchison Engineering, Inc. worked together to construct a new T-hangar. Completed in late 2016, the hangar project consisted of removing the existing hangar building, constructing a new hangar floor and foundation, erecting a modern 10-unit T-hangar with bi-fold doors, and reconstructing the asphalt hangar approach pavements.

HEI was selected to provide Phase I, II, and III engineering services for the rehabilitation of the Rushville Downtown Square which consisted of predominately brick streets. This project included evaluation of different brick pavement structures and design of the historic downtown square. The completed Phase I project development report included environmental documentation/coordination, public involvement and coordination with the Illinois Historic Preservation Agency as well as local historic groups. Phase II engineering included brick pavement reconstruction design, roadway plans, drainage, lighting, water mains and streetscape plan development. CH 15/CH 4 Intersection

HEI was selected by the LaSalle County Highway Department to provide preliminary engineering services for the Highway Safety Improvement Program (HSIP) project at the intersection of CH 15 and CH 4 north of Marseilles. The CH 15 and CH 4 intersection project is a two-way stop-controlled intersection which has been the sight of multiple fatal crashes. HEI assisted LaSalle County in preparing a successful HSIP application by performing a traffic study and crash analysis. Once HSIP funding was granted HEI performed Phase I and Phase II engineering services. The scope of work included investigation and preliminary design of a rural roundabout. Due to funding restrictions a lower cost option was also investigated and ultimately chosen. The chosen option included radius widening, intersection lighting, raised medians on the stop-controlled legs and installation of flashing “Stop” and “Cross Traffic Does Not Stop” signs.

HEI was selected by the Illinois Department of Transportation - District 6 to provide design engineering services to expand this complex three mile three-lane urban section to a five-lane urban section with shoulders to accommodate bicycle lanes. The project included drainage design, storm sewers, widening and resurfacing, sidewalks, stage construction and associated work. Drainage and access proved to be challenging due to limited available right-of-way on this commercially developed arterial.

US Route 50 Reconstruction

HEI was selected by the Illinois Department of Transportation - District 7 to complete a Phase I study of the US Route 50 Corridor from 2.5 miles west of IL Route 130 in Olney to 3.5 miles east of IL Route 1 in Lawrenceville for a total distance of 27 miles. Reconstruction and expansion of the existing two-lane facility to a four-lane expressway to improve regional connectivity, enhance accessibility to communities within the project area, and improve travel efficiency.

Work items included the preparation of an environmental assessment, combined design report, preliminary alignment studies, accident analysis, drainage study, intersection design studies, interchange design studies, public involvement, and related work. Alignment studies for this add-lane study proved to be challenging because four-lane US Route 50 will be constructed within existing right-of-way that was purchased in the 1960’s for the I-64 that was eventually constructed approximately 30 miles to the south.
